Goal: To improve learning and instruction by changing the structure of the school day and by changing instructional practices through a comprehensive staff development program using best practices as a model. Staff members will model expected behaviors to help students develop a sense of community in which responsibility, caring, honesty, and good citizenship is demonstrated. HORIZON MIDDLE SCHOOL A FIRST CLASS SCHOOL At Horizon Middle School we are working on goals to maintain and improve our First Class community school. What does this mean? It means that our school, adults and students, show respect, demonstrate safe behavior, care about each other, and work and play hard together. These goals help us maximize our learning each minute of every day. We work hard to develop systems that meet our school community goals. We have formed plans for safety at school, emphasized the need to care for fellow students and adults, and focused our staff workdays on improving student learning. Statement of Purpose and Expectations Your parents, our community, and the school district have worked together to provide a top-notch facility with equipment to meet your needs and a highly qualified staff to help prepare you for a future of success. We are committed to offering a quality learning experience using a variety of instructional methods so all students will be able to demonstrate their knowledge for todays world. As a member of this community, our expectation is that our students take pride in keeping our school First Class. Throughout the school year students will be expected to assume the responsibilities listed below: Treat every student and adult with respect. Give every assignment your best effort. As part of our expectations for student responsibility, the discipline plan at Horizon Middle School has several steps, all with the goal of encouraging students to develop an internalized sense of responsibility in order to exchange inappropriate behaviors for appropriate ones. The plan begins by providing students with the opportunity to reflect upon their actions. The plan progresses to more serious consequences if inappropriate behaviors continue. The three main areas of discipline are: 1) Respecting Students and Adults (disrespect), 2) Contributing to a Positive Classroom and Hallway Environment (disruptions to the School Environment), and 3) Being on Time to All Classes (tardy). STUDENT DISCIPLINE Violations of student expectations and rules will invite consequences that are based upon several factors, including but not limited to: severity of the act; the situation in which it occurred; the frequency of behavior problems; the needs of the child. RULES (These rules apply to any school related activity including concerts, sports, field trips etc). Use or possession of drugs/alcohol/or drug paraphernalia, and safety related infractions (i.e., but not limited to, firearms, fireworks, possession of a knife) will result in an emergency expulsion/suspension out-of-school as well as referral to local authorities. Any drug/alcohol involvement may result in completion of substance abuse evaluation and a possible expulsion from school. Sale or delivery of illegal substances will result in emergency expulsion. These rules are intended to comply with WAC180-40 and with school board policy #320 HARASSMENT POLICY The District is committed to a safe and civil educational environment for all students, employees, volunteers and patrons, free from harassment, intimidation or bullying. Harassment, intimidation or bullying means any intentional written, verbal, or physical act, including but not limited to one shown to be motivated by any characteristic in RCW 9A.36.080(3), (race, color, religion, ancestry, national origin, gender, sexual orientation, or mental or physical disability), or other distinguishing characteristics, when the intentional written, verbal, or physical act: Physically harms a student or damages the students property; or Has the effect of substantially interfering with a students education; or Is so severe, persistent, or pervasive that it creates an intimidating or threatening educational environment; or Has the effect of substantially disrupting the orderly operation of the school. Electronic harassment will be considered the same as and consistent with this policy. This may include school disciplinary procedures, as well as, possible law enforcement involvement. DISCRIMINATION POLICY The Ferndale School District complies with all state and federal rules and regulations and does not discriminate on the basis of race, color, national origin, sex or handicap. This holds true for all students who are interested in participating in educational programs and/or extracurricular school activities. DANGEROUS WEAPONS AT SCHOOL It is a violation of district policy and state law for any person to carry (be in possession of) a firearm or dangerous weapon on school premises, school-provided transportation or other facilities being used for school activities. Students who violate this policy are subject to district discipline policies and procedures, including the due process provisions regarding notification of parents. Students in violation of the firearms portion of the policy are subject to a minimum one calendar year expulsion, with a possible case-by-case modification by the Superintendent. School officials shall notify the appropriate law enforcement agency or juvenile authorities with the names of any violators. Please walk. Talk in a conversational voice do not scream, whistle, shout, or make loud noises which could disrupt others. Walk on the right hand side of halls, especially when going around corners. Displays of affection are not appropriate in the school setting. PLAYFIELDS Stay in the designated playground area south of the building (Other areas are off limits, such as the parking lot, and Eagleridge grounds.) Follow any directions given by playground supervisor. No snowballs around the school building! Tackle football is not permitted. Show respect and courtesy to others. LUNCH DETENTION Students assigned to lunch detention will be notified by an administrator. Students may receive a verbal or written assignment to detention. GANGS Any type of gang-related activity will not be tolerated at Horizon Middle School. For the protection of students, staff, school property, and for the establishment of a climate conducive to student learning, behavior which disrupts the learning environment will be referred for administrative action. WEAPONS Guns and non-firearm weapons are illegal at school. RCW 9.41.280 is amended to make it illegal for a person to carry a weapon on public or private school premises or school-provided transportation, or areas of facilities while being used exclusively by public or private schools. A provision is added making violation of this law by an elementary or secondary student grounds for expulsion from the states public schools in accordance with [due process requirements]. The school shall promptly notify law enforcement and the students parent or guardian of the allegation. The following paragraph is added to RCW 10.31.100: (9) A police officer having probable cause to believe that a person illegally possesses or illegally has possessed a firearm or other dangerous weapon on private or public elementary or secondary school premises shall have the authority to arrest the person. For purposes of this subsection, the term firearm has the meaning defined in RCW 9.42.010 [short firearm or pistol] and the term dangerous weapon has the meaning defined in RCW 9.41.250 [sling shot, sand club, metal knuckles, spring or switch blade knife, dagger, dirk, pistol] and 9.41.280 (1)(c)nun-chu-ka sticks, (d) throwing stars, (e) air gun, including air pistol or air rifle. Laser pens are not allowed. Students in possession and/or who bring dangerous weapons to school will be emergency expelled from school, and will be referred to the Ferndale Police Department. STUDENT DRESS Clothing worn at school and at school-sponsored events should be clean, neat, appropriate for a school setting, and cannot interfere or be disruptive to the learning environment. Attire must be in keeping with the standards of the community and must not be disruptive to the learning environment in the opinion of the staff and administration of Horizon Middle School. Any article of clothing which could be reasonably considered revealing or obscene is unsuitable attire (i.e., but not limited to; bare midriff, half shirts, tube tops, or swimsuit tops (even under tank tops); spaghetti straps, tank tops with open sides; shorts, skirts and dresses of an unreasonable length and fit. (A general rule of thumb for length is 1/2 way between knee and top of leg.) Students must wear footwear appropriate for a specific activity or season and as outlined in state health regulations. No sunglasses or novelty contact lenses. No undergarments are to be showing. Offensive logos, slogans, phrases, or pictures will not be allowed. Gang related attire as defined by school officials is not allowed. Attire must not have references to sex, drugs or alcohol. Students may not wear hats, hoods, head rags, bandanas (of any color) as headbands, or as flags in the school building. Hats may be worn inside the building ONLY on designated hat days (the first and third Friday of each month.) ACADEMIC ACHIEVEMENT GRADING PERIODS At Horizon Middle School, all students are provided the opportunity to succeed. Horizon Middle School is on a semester grading system. A semester consists of 18 weeks or 90 school days. Report cards are issued every semester. The semester grade is the final grade that appears on the permanent record. Parents can expect to receive report cards approximately one week after the end of each grading period. The quarter grades are averaged to obtain a semester grade. Progress reports are sent home at week 6 and 12 of each semester. PARENT CONFERENCES Parent conferences are offered in the fall and spring. Notice is sent home so parents have ample time to sign up and reserve a time for conferencing. Parents must call the school office to arrange a conference time. HONOR ROLL Honor Roll certificates are awarded to students who earn a 3.2 grade point average or above at the end of each semester grading period. AWARDS ASSEMBLIES At the end of each semester, an awards assembly is held to recognize students for honor roll, sports, and other school activities. Citizenship awards are given each semester to students who are selected by their teachers for outstanding citizenship. Student recognition at the end of the year assembly includes music awards, outstanding artist, 110% award, Presidential Fitness certificates, and other service awards. PROMOTION, INTERVENTION AND RETENTION Standards for Promotion and Retention Students are promoted from one grade to the next through grade eight based on multiple factors including grade level and state achievement standards. After a student has successfully completed a year of study and met the academic expectations he/she will be promoted to the next grade. Middle school students should meet the following minimum standards to be eligible to be promoted to the next grade: Grades: Failure in one core class (language arts, math, science, social studies) in any of four semesters of either seventh or eighth grade or not meeting state standards, automatically places the student in a position to be remediated through retention, summer school, or other interventions. The middle school will create student learning plans to ensure that students receive appropriate support to meet standards. Parents will be notified whenever a student is in danger of failing. At the end of each semester students who are failing despite school interventions will be referred to a review team. Further interventions or recommendations may include: Make up of missed work After-school intervention program, i.e. Compass computer lab Intervention class targeting reading or math Summer school Retention Summer school may be recommended by a review team for students that have demonstrated unsatisfactory performance. If a student does not successfully complete the recommended summer school program the review team may recommend retention. GYM CLOTHING Students are expected to have a suitable gym outfit for their physical education class. The following items should be furnished by the student: 1. Pull on blue shorts (no buttons, zippers, or snaps) 2. White t-shirt 3. Two pairs of white socks 4. Tennis shoes 5. Sweats (optional) A gym locker is assigned to each PE student along with a padlock. Students are strongly encouraged to secure their possessions. Loss of lock is a $5.00 fine. STUDENT INSURANCE Student accident insurance is available through MEGA Life & Health Insurance Company. Application forms are available in the office. Insurance is required for the students to participate in any school sports. If you do not have other insurance, this student accident insurance would give you the required coverage. The school district does NOT carry insurance on each student. FINES At the end of each quarter, fines are assessed for lost or damaged textbooks, library books, art projects, and P.E. locks. Report cards will be withheld until fines have been paid. Eighth grade students will not be able to purchase a high school ASB card at the start of their freshman year if any fines are owed. Any questions about student fines should be directed to the office. IMMUNIZATION Washington law requires that all children admitted to public and non-public schools be immunized (or be in the process of receiving immunizations) against diphtheria, tetanus, pertussis (DTP and DT), polio (OPV or IPV), measles, mumps and rubella (MMR) HEP B, as appropriate. Parents must submit a Certificate of Immunization Status (CIS) form no later than their child's first day of attendance at school. The CIS form can be obtained from a school, county health department, or community clinic. LOST AND FOUND A lost and found area is maintained in the school office. Students and parents may call or check in the office if articles of clothing, school supplies, or books have been lost or misplaced. Items not claimed are donated to charity. MEDICATION Students requiring medication during the school day must have authorization from parents and instructions from the doctor prior to dispensing medication at school. This is required by state law. A Request for Permission to Administer Medication form can be picked up at the office. The family physician should complete this form. The school can receive medication brought in by parents only and we can only keep a thirty-day supply on hand. Please do not send any medication until the above procedure has been completed. Your cooperation is sincerely requested. Self Medication Authorization forms for self-medication are available at the office and must be on file prior to your student beginning self-medication. RIDING BUSES Students who ride buses are expected to follow the rules and regulations set up by Ferndale School District. These rules have been established for the safety, well being, and conduct of students. Bus drivers go over these safety rules and a copy is also sent home with students. Parents are encouraged to go over these rules with their children. Riding a bus is a privilege, not a right. Students must have a written note of permission from their parent or guardian if they plan to ride a bus home other than their assigned bus. (Phone calls not accepted.) The note is to be taken to the school office before school where a bus pass will be issued. Bus drivers will not allow a student who is not assigned to their bus to ride without a bus pass. Riders are not permitted to get off at a stop different from their assigned stop without permission. BUS SCHEDULE/SEVERE WEATHER Operation of Buses During Snow or Ice Conditions: Students and parents should listen to the local radio stations on snowy or icy days to determine if school buses will operate on a regular or delayed schedule. The school district will inform these stations by 6:15 A.M. of any delay in bus schedules, cancellation of transportation for the day, or cancellation of school. TEXTBOOKS Textbooks are usually issued to students during the first week of school. The condition and whereabouts of the textbook is the responsibility of each student. Students are encouraged to cover their books to reduce damage to the books and avoid subsequent fines. Some teachers may require students to cover their books. Each student should write his/her name and their teacher name on the inside cover of each textbook in ink. Each textbook has a specific book number. Students are expected to turn in the same books that they were issued. Fines will be given if excessive wear, damage, or loss occurs. Students are to report any stolen or missing textbooks immediately to their teacher and to the office. TECHNOLOGY USE EXPECTATIONS Ferndale School District Policy #2314 requires each student to sign and adhere to the district technology use agreement which requires students to use technology resources appropriately. Violations of the regulations may result in disciplinary action and may constitute a criminal offense. This includes but is not limited to inappropriate messages, sexually explicit language or pictures; damage to computers or computer systems, and the like. TELEPHONE/ELECTRONICS Students who need to use a telephone may ask to use the phone in their teachers room during break time. After school, a phone is available in the office. Telephones are for school business only. CELL PHONES, MP3S, DISK PLAYERS AND IPODS shall be turned off, put away and NOT used during the school day. They may be confiscated if used at school. We encourage students to NOT BRING THESE ITEMS TO SCHOOL. THE SCHOOL IS NOT RESPONSIBLE FOR LOST OR STOLEN ITEMS. VISITORS All visitors MUST check in at the main office and get a visitors pass. Because of the possible disruption to the learning process, students are not allowed to bring guests to school. FLOWERS, BALLOONS, ETC. The school will NOT deliver flowers, balloons, and other gifts to students because of the disruption to the educational process. These items may be picked up in the office at the end of the day. SCHOOL DANCES When school dances are held after school, STUDENTS MAY NOT LEAVE CAMPUS, THEN RETURN. Students need to remain on campus the entire time of the dance unless picked up by parent or guardian. Students are then eligible to ride the activity bus home after the dance. HALL PASSES Students must get a hall pass from their teacher if they have permission to leave the room. Each classroom has a checkout sheet which the student signs when leaving the room. CAFETERIA All lunches are to be eaten in the cafeteria. Food is not to be taken out of the cafeteria into the halls, classroom or playground. 2 It is important to get in the serving line right away so food service workers can get an accurate count of how many students are eating lunch. 3. Walking and quiet talking are appropriate behavior in the cafeteria. Running, yelling, and horseplay of any kind will not be permitted. 4. It is important to clean up your own eating area and spills when finished eating. Empty all garbage into trash cans before putting away your tray at the tray return window. 5. The halls are OFF LIMITS, since half of the student body is still in classes. The exception to this is students who have a pass to go to the library. Flex areas can be used only with teacher permission. After students have finished eating lunch, they may remain in the cafeteria. 7. Students may also go to any of the following areas: Library (requires a pass) Playground - Soccer field and blacktop area outside of gym. Eagleridge grounds and parking lot are OFF LIMITS during lunch Gym (Intramurals) if schedule permits. Note: Lunch clean up may be assigned to students who do not follow the cafeteria rules. Students may also be assigned lunch or after school detention for cafeteria misbehavior. LUNCH TICKET PROCEDURES 1. Lunch tickets can only be obtained from an authorized food service employee each morning from 7:35 to 7:58 a.m. in the cafeteria. All tickets including free, reduced price, and paid can only be used by the person to whom they are issued. It is prohibited to sell, loan, or give away your lunch tickets. 3. Anyone who violates this policy can lose the privilege to participate in the National School Lunch Ticket Program. No charges - i.e. students without a lunch can receive a peanut butter sandwich and milk by speaking to the ticket taker. CHANGE OF ADDRESS PROCEDURES If a student moves to a different address within the Ferndale School District, he/she should notify the office and give the secretary or attendance clerk his/her new home address and phone number. This is extremely important in case of emergencies, and will also ensure that report cards, progress reports, parent newsletters, etc. will reach the correct address. ATTENDANCE AND TARDY POLICY Laws of the State of Washington (WAC 180-40-010) specify that parents have the primary responsibility for ensuring the attendance of their children at school. They further state that students shall be regular and punctual in their attendance. The attendance procedures at Horizon Middle School are designed to assist parents or guardians in carrying out their responsibility and to help the pupil recognize the importance of regular and prompt school attendance as it relates to school procedures. Participation in class activities is the basis for successful learning. EXCUSED ABSENCES Each student is expected to attend all of his/her assigned classes. In order to have an absence classified as excused, it must meet the following criteria: 1. The reason for the absence must be contained in one of the five (5) state directed categories: a. Illness b. Death in the family c. Prearranged absence d. School activities e. Unanticipated emergency. 2. The parent/guardian is responsible for accounting for all student absences. This can be accomplished by: a. Calling the attendance office the day(s) of the absence(s) or b. Sending a note to the attendance office when the student returns to school. (Notes must be signed by parent/guardian.) 3. Absences will be considered unexcused if communication from the parent/guardian is not received within two days of the student returning to school. Unexcused absences may result in either school detention or suspension time. 4. Students are allowed to make up work missed during an excused absence. The Compulsory Attendance Law requires each school to: *Inform the pupil's parent/guardian in writing or by phone if the juvenile has one unexcused absence (3 out of 6 class periods in one day) within any month during the school year. *Schedule a conference with the parent/guardian and juvenile after two unexcused absences within any month during the current school year. *After seven unexcused absences in a month or ten unexcused absences during the school year, the district attendance officer must petition the juvenile court to assume jurisdiction for the purpose of alleging a violation of the compulsory attendance law by the parent. PREARRANGED ABSENCES In case of anticipated absence for reasons other than those considered excusable, students should obtain a Planned Absence form from the attendance office. Procedures for pre-arranged absences are as follows: 1. Parent/Guardian writes reason for request on Planned Absence form. 2. Student takes the form to each teacher for comments and signature. 3. Parent/Guardian looks over the completed form, signs it, and has student return it to the attendance office at least two days before the absence. 4. An administrator determines whether the request is approved or not and contacts the parents only if the request is not approved. According to school board policy, planned absence requests will not be approved if the absence would have an adverse effect on the educational progress of the student. After returning to school from a prearranged absence, a student must obtain an admit slip from the attendance office. TARDIES AND LATE ARRIVALS Students who arrive at school after 7:58 A.M. must check in at the attendance office and present a written excuse from their parent/guardian. The attendance clerk will then issue a slip to admit the student to class. A student will be considered absent if they miss more than twenty (20) minutes of a class period. ADMIT SLIPS Any student who has been absent for one or more periods must report to the attendance window when returning to school to get an admit slip. Students are expected to present this admit slip to each of their teachers for their initials. EARLY DISMISSAL If a parent requests that a student be dismissed from school for a medical or dental appointment, the student should bring a written note to the attendance office prior to the start of school. The student will be given an early dismissal slip to present to the classroom teacher. Before leaving school, the student needs to show the early dismissal slip to the attendance clerk and sign out on the sheet provided in the office. HOMEWORK REQUESTS If requesting homework for an absent student, please contact the office between 7:30 and 9:00 a.m. with that request. The homework sheets can be picked up in the office after 2:30 p.m. on the day it is requested. PARENT NOTIFICATION The office clerk will attempt to call the parents of students who are recorded absent each day. However, it is not always possible to reach parents because of work schedules, etc. Therefore, parents/guardian are encouraged to call the attendance office between 7:30 and 9:00 a.m. if their child is absent from school that day. Please call between 7:30 and 9:00 A.M. if you are requesting work for your child due to illness. It is the student's responsibility to contact teachers to make up any missed work. The amount of time allowed for students to make up the missed work should be discussed with the classroom teacher. If the office makes phone contact with you for the purpose of excusing an absence, your child is still expected to pick up an admit slip from the office when returning to school. In an effort to keep you informed about your childs attendance, a letter will be mailed home to parents/ guardian when a student has five, ten, and fifteen absences in one or more classes during the semester. WITHDRAWAL FROM SCHOOL If a student is going to move and go to another school, he/she should obtain a Withdrawal Form from the office. This form needs to be signed by each teacher. A copy of the withdrawal form will be given to the student to take to his/her new school. STUDENT RECORDS Parents have a right to refuse to permit a school to release information about their children. Federal law requires parental permission, or the students if age 18 or older, before disclosing information, other than directory information, from student educational records. Directory information is not covered by the privacy law and includes a students name, address, phone number, date of birth, dates of attendance, participation in activities, awards received, and other information. You may request that your childs information NOT be released by sending a written request to your building principal. Photographs may be taken of students for use in district-produced publications. If you do not want your child to appear in a photograph, you must let your school know in writing. A copy of your request is kept at the school and the district office, and must be renewed annually. Parents have the right to review any or all student records with the principal. An appointment with the building principal should be made before doing so. CLOSED CAMPUS: Horizon is a closed campus. Once a student arrives on our grounds, he/she is not to leave without permission from the main office. A student must be signed out by a parent or guardian. Student Rights and Responsibilities FERNDALE SCHOOL DISTRICT NO. 502 BOARD POLICY STUDENT RIGHTS Students have the right to: 1. A meaningful education that will be of value to them for the rest of their lives; 2. Expect the maintenance of high educational standards in the district; 3. Use established channels to voice their opinions in the development of curriculum; 4. Physical safety and protection of personal property; 5. Safe buildings and sanitary facilities; 6. Consult with teachers, counselors, administrators, and other school personnel; Free election of their peers in student government, seek and hold office and be involved in school activities provided they meet the reasonable qualifications of the sponsoring organizations; 8. Democratic representation on advisory committees affecting students and student rights; 9. Advise in the development of rules and regulations to which they are subject and to be instructed on rules and regulations as related to their rights and corresponding responsibilities; 10. Freedom of inquiry, expression and assembly consistent with the lawful maintenance of an orderly and efficient educational process; 11. Present petitions, complaints or grievances to school authorities and the right to prompt authoritative replies; 12. Expect fair and just treatment from school authorities and freedom from maltreatment and physical abuse; Be secure in their persons, papers and effects against unreasonable searches and seizure (school principals may authorize the inspection of student gym lockers, backpacks and desks if there is reason to believe that any such gym locker, backpack or desk contains any property the possession of which is illegal or any property which poses a hazard to the safety of persons or the good order of the school; backpacks, bags, coats and shoes may also be inspected at the discretion of the school principal or designee for school books, excessive debris or sanitary hazards); 14. Equal educational opportunity and freedom from unlawful discrimination in all phases of the educational process; 15. A relevant education consistent with the stated district goals; 16. Citizenship as delineated in the United States Constitution and its amendments; and 17. Know the requirement of the course of study and to know on what basis the grade will be determined. Student Responsibilities Students have the responsibility to: 1. Attend school daily and be on time to all classes; 2. Be aware of all rules and regulations governing student behavior in the school building, on all school district grounds, at school sponsored events and on school buses and to conduct themselves accordingly; 3. Express their opinion and ideas in a respectful manner; 4. Dress in a manner that is not disruptive to the educational process nor threatens the health and safety of themselves or others; 5. Conduct self in a manner that will not disrupt their education nor disrupt or deprive others of their education; 6. Respect the rights of others and to exercise self discipline; 7. Follow established procedures in seeking changes in those policies, rules or regulations which affect them and with which they disagree; 8. Identify themselves, upon request, to any school district personnel or authorities in the school building, on all school district grounds, at school sponsored events, or on school buses; 9.
